Opprørsbekjempelse[1][2] (engelsk counterinsurgency, COIN) er definert av USAs utenriksdepartement som "omfattende sivil og militær innsats mot insurreksjon eller opprør - i den hensikt å slå ned opprøret samtidig som man retter fokus mot opprørets årsak eller røtter.[3]

En Insurreksjon er et opprør mot en konstitusjonell myndighet, og de som tar del i opprøret er ikke anerkjente som krigførende parter.[4] Det er organisert bruk av subversjon og vold i den hensikt å overta, hindre eller utfordre politisk kontroll av et område.
